I Drained The Hot Tub And Put New Water In It Now It Wont Heat Up Any At All. How Can I Fix This.?

I first turned off the power to the hot tub.Then I drained the hot tub and put new water in it now it wont heat up any at all. How can I fix this?

i dont know whats the tablet for but i would wild guess its for the chlorine content of the water.. stepson just told me before he left that whenever i change water every week, i should break a small tablet in the middle and pour the tablets content to the new water of the aquarium. [...]
